If you plan on using these in a non-cloud manner, look elsewhere. The track record is not good. If you're an alexa/assistant user, carry on in the cloud, nothing to see here.

I believe what you speak of only applies to UK/EU devices. I have 20+ Kasa devices on my US-based Home Assistant setup, all in local-only mode using the API. Some older, some just purchased 2 weeks ago, all running the most current firmware. They work great! Not to say TP-Link won't do what you're claiming, but it hasn't happened yet. Even if they do, the current local mode will work forever so long as I don't upgrade firmware, which is actually more future-proof then depending on cloud-based solutions which depend on their good will to keep the servers up and "free."
Each individual plug you can manually set timers, or schedule sunset/sunrise +-x
