These chemicals are getting really bad, my tap tested positive for extremely high levels of dihydrogen monoxide!
I'm with you guys. It's impossible to avoid these chemicals now-a-days. And I haven't thought about going the dehydrated route before, but once you rehydrate it, aren't you stuck in the same situation? I don't know what to do?
So then do I have this correct ? The faucet has to be turned ON for the animal to activate the water coming out ? The water company is going to charge me for all that water running, correct ? As for the person who suggested it would be great for leaving the dog while on vacation, I'd be reporting that neighbor to the authorities for animal neglect.
When I go on vacation, I take the dogs with me. I do, however, keep my kids in a pen out back. This is perfect to keep them hydrated on some of those hot summer days when I'm away!

Cats are smart, so they won't just lick a closed faucet.
Dogs are gullible, so they will lick anything.
Cats have to see and hear the water.
Then paw at it to make sure it's not hot and that it is wet.
Then, stare at you to leave.
Then, (not knowing you're hiding and peaking), they will lick the stream.

You only get charged for used (licked) water. If the lick valve is closed, the water is not running, so you won't get charged. Like a garden hose with nozzle. Now, if your garden hose has a leak, the silcock is leaking, or the nozzle is leaking, the water company will charge you.

Don't bother. The dog will make his owner regret the neglect. I foresee piss and crap everywhere and torn up furniture and scratched up carpet/hardwoods and doors/doorjams. I have never had or known a dog that likes isolation.

Ok, this was perfect lol. Lot of other people seemed to think I was specifically calling them out and got mad about it. A hint for those people: if it doesn't apply to you, then don't worry about it.
