No. This battery provides more current for brushless applications but same amount of capacity. Watch a YouTube video to see performance comparisons. The 4x number is comparing vs a battery roughly 4x smaller.
The only thing that makes sense is that "standard lithium" means their small regular battery. 4AH is the capacity that is the total energy which is directly proportional to run time.

I purchased two regular batteries back when they were on sale for $60. At best, they last as long as my 3+ year old High Performance batteries. So, for those asking, these are the ones you want. They have more capacity and more power especially if using brushless tools.

Both batteries are pretty new and test in the same day on the same piece of wood. There is a youtube video from a couple years ago showing the same result but comparing 4Ah non-HP with 6A HP batteries. Mine was comparing 3Ah HP and 4Ah non-HP that eliminated the high capacity factor. This finding is not new.
