So to try to add some color to the CPU conversation, the good news is that this AMD CPU is much better than the usual Atom-based CPUs you find in Windows laptops at this $200 price point. However, this CPU is still no better than the other low-end dual core i-series CPUs Intel has churned out not because they're a great low-power option for Windows, but instead because they saw a gap to fill between the top-end of Atom-based CPUs and the bottom end of the i-series.

Yes, this will boot and run Windows. But realistically this machine is going to demand some patience in Windows even for light use. Your best bet is something like the $340 Target deal that floated around as of late as those quad-core i-series systems more honestly represent the appropriate point of entry for a new, retail Windows laptop.

If your budget simply cannot go above $200 you may need to consider more serious questions about whether a Windows laptop is really what's needed (and, if so, why isn't a refurb device under consider).

I own one in this class, with a notably weaker CPU, my middle school kid uses it. It seems OK, so this could meet the needs for a lot of basic uses. And if the user puts a lot of wear on the computer, better to do so at this price point.

But TBH I'd look for something with better CPU, RAM and SSD if budget allows and it's something you might use for a few years.
Is the RAM on your kid's PC similarly at the 4GB point? Though the AMD Athlon 3150U CPU is itself probably the best in this space (of $200 Windows PCs):
  1. That isn't really saying much
    and
  2. The meaningfulness of this raw metric gets further limited by the 4GB of RAM
    (since at boot 4GB of RAM is typically going to be 40-60% utilized; opening a single program is then likely to busy the computer with page file activity)
This system isn't broken, and with a RAM upgrade would be pretty acceptable. However, the best option for most in this space is something with solid 4 core CPU like the $340 deal referenced earlier (that also incorporates the RAM upgrade). That's a very minimal price difference for what is likely to be a sufficiently different daily driver experience.

It will be perfectly fine. You will be able to multitask just fine using basic browsing and office software. The other user who said that means like high-end games or software running at the same time.

I'm on a CPU that benchmarks about half of what this one does, with the same amount of RAM, at a slower speed. I can have Diablo 2 running with 20 browser tabs, microsoft office, music playing software, and more. It makes no noticable difference in performance with things like these.

These are made mostly the same. Most likely two rubber cushions you remove to access the screws. Not too bad. It is upgradable.
