Best way to profit on unlimited 3% cash back

So, I have the PayPal Mastercard with unlimited 2% CB. I had to call customer service one day and in their phone menu I found out that you can pay your credit bill with a debit card for no fee.

I also have a PayPal Debit Mastercard with another PayPal account that offers unlimited 1% cash back.

If it all works, essentially I would have unlimited 3% cash back. What do you think is the best way to profit from this?

Manufactured spend? Most routes have been shut down unfortunately. So the idea is to charge something to pay the CC with the DB, so ideally you'd charge something that's easily convertible to cash (2%) then use the DB to pay it (1%). The issue is how to cash equivalent charge........
