When you pick the size, are you picking the inseam or the waist? And what is the other size? For instance, it asks me to pick a size, so I picked 40 since I'm a 40 waist. What's the inseam? Or is that 40 the inseam? If it is, then what's the waist?

I believe Inseam is 32" for all sizes. You are selecting waist size. At least that's what is says in the description.
