I added the eGift card to my account on 11/12.
On 11/13 The seller uses it to buy something on Walmart.com leaving $14.22 remaining on the eGift card.
Raise refunded me the entire $50.45

That's awful. I hate thieves. In my case, Walmart did nothing to the package being delivered to the scammer as far as I know. There was a shipping tracking number and address and I called Walmart customer service about the scam but they did nothing. Maybe, they just filed loss prevention insurance or something to recover the money than chase after the thieves. Oh well.
I believe individual gift card sellers on Raise set the discount on GC they want to sell. That's why you see 0% discount, 5% discount, etc. However, maybe Raise still do what you said to adjust discounts rate for the promo code?
I also believe the sellers also ship out their GC by printing the shipping label online when the physical GC sells. I have bought physical GC from Raise and they came in no-so-official looking white basic envelopes. Digital gift cards are different since they arrive in minutes in Raise email, though.

I had two issues in my first like 5 purchases. So anecdotally they definitely happen. That being said, the key is to not click the "issue with a card" in order history page, it's best to contact support directly on chat (I did through messenger)
Sorry to hear that! I can't speak for others, I was just sharing my own experience with them. Thanks for the tip though, I will keep that in mind.

With the credit of the original $50.45, BoA took back $1.51
I had another gift card in my Walmart.com account.
That gift card was untouched.

It's in stock again. I managed to get three. One with new user promo (15%), one with this (7%), and one with subscribe to email and text promo ($10 off $100).
It is preferable to get a screenshot.
Raise refunded me the next day after I initiated a Help Desk ticket.
