Still faster than a SATA SSD, which in turn is still much faster than a non-SSD.

For a drive below 8 cents per GB, this speed is fine. I have multiple computers, with SSDs ranging from classic 2.5" SATA to premium NVMe, and honestly in regular day to day usage, you will not notice the difference between them. Only in benchmarks and high-stress scenarios will the differences become noticeable to the end user.

I would assume that the WD Newegg is selling is the nerfed one. At issue is whether the Sandisk at Best Buy might be older stock that did not get the nerf.

People using this as a gaming drive probably won't notice the speed difference between this and a faster drive. Maybe you'll have a 4.5 second load time instead of a 4 second load.

People that constantly transfer large files, maybe wanna look at speed more.

Yeah, but everyone here is a power user... Totally agree, even old school sata SSDs are fast enough for the vast majority of people.
