You go instore, physically find the product, and let the cashier/attendant know you want to match to Walmart's website. Show them on your cellphone the active webpage and make sure you have wifi because sometimes they will ask you reload the page to prevent html tampering lmao.

For online orders, you have to call the number specified on this page.

In other words, you make the purchase, they look up your order number and refund you the difference to your payment of choice.
