It will only be available initially on relatively expensive and powerful Chromebooks (8GB RAM, 11-gen Core i5). But it's possible it could trickle down to weaker x86 chips like this one, and it may be possible to use it with Box64 on ARM Chromebooks [boilingsteam.com] in the future.
Actually, you can already install Steam/Proton yourself (x86 only) without waiting for support, but it might have more issues than whatever the official Steam on ChromeOS is:

The existence of "gaming chromebooks" was inferred by the discovery of code added to support RGB keyboards, so I guess features like that would be added to them. Maybe some of them will have discrete GPUs? That would be funny.
- This has no touch screen.
- The has a 1600x768 11.6" screen vs the 1366x768 11.6" screen on the C720. This means less vertical screen space.
