I work for Avis, code is valid for BAYPHARM CORP. employees only.
However, anyone can use them and most counter staffs don't care. Unless it's a manager checking you in, then they might ask for validation. The reason is because even without accidents, we periodically bill BAYPHARM CORP. for wear and tear and other miscellaneous charges, if they refuse to pay due to "fraud", you better believe we're gonna get those funds from you.

Well, I tried it, and I cannot even lookup the reservation online with confirmation code. Agent said they cannot make change and cannot cancel as it is reserved through that company. Chat agent cannot even pull the order, but phone agent can see it but they don't have permission to touch it.
I read details. Say, the credit card/payment had issues, Hertz just called the police (Instead of just calling the renter to work it out). They just took the easy way. It is reported in mainstream (reputed) news outlets. Lawsuit is filed. Judge ordered Hertz to provide number of (so called) thefts they reported. Hertz is fighting back to skip giving this number (claiming it is their company secret).
Also, another place said, Hertz reported theft to police. The renter came back at the end, paid and left. The "stolen" vehicle was found at Hertz's own parking lot.
I will only rented from the Hertz when all other places are not available and are expensive. That hasn't happened so far.

Double check your credit cards before assuming this. A lot of CC companies started dropping this feature in the last couple of years especially on lower tier cards.
An example being the WF Active cash, no insurance, purchase protection or extended warranties of any kind.
Horrible company. In comparison, I recently rented from Fox in Austin and they were awesome.
