edit: Unless they mean some mystery 4th wire, as indicated in the product pics. Then I have no idea what it is they are calling a neutral.
My SoCal 1960's house doesn't have neutral wiring in the switch box. So👏you're👏wrong👏

I don't own the property I'm in currently.
Management inspects the property to ensure compliance.
They indicate rewiring to install the Kasa switches would require me to pay an electrician and show proof.
As I wired these up before when I owned a home, it doesn't take a professional to do as it's not rocket science or heart surgery.
Since I don't want to break my lease agreement, I use these toggle zigbee light switches with Hubitat: https://smile.amazon.co
They will also work on a rocker switch.
(I wanted to use Switchbot, but the lights switches here are not using a rocker switch.)
ThirdReality and Switchbot respond via Alexa or Google voice assistants.
FWIW, Kasa also incorporates into Hubitat.
If you can wire the Kasa in, my automation experience with it in the past was good.

Older houses commonly had the power go directly to the fixture and then two wires to the switch which were both the same hot wire with the switch breaking it to turn the light on and off. This results in there being no neutral wire in the box where the switch is. Codes have changed to not allow this in most places, but there are millions of homes still wired this way which is why they make it clear that a neutral is required.

Our 1970s house has a light in the utility room that uses the hot and neutral as the switch wires. The hot goes to the switch on the black and comes back on the white wire. Totally not to code but causes no problems aside from not being able to put a smart switch there. All other switches in the house have a neutral in the switch box.
The white wire in a switch leg installation is supposed to be marked with black electrical tape to indicate that the white is acting as a conductor in this instance, both in the switch box and in the overhead electrical box - but often they are not.
