Definitely don't put the Fi SIM in another phone, I got that part, but whether or not Fi requires the SIM to be in the phone and ping their network at any intervals seems unclear.
Again, common sense makes me think that as long as you are paying for the service, they shouldn't really care if the SIM/phone is actively pinging their network on a daily/weekly/monthly basis. But similarly, they shouldn't care if you just put the Fi SIM in another phone either, however they clearly do and that will void the promo. That's why I'm worried they may have the same weird stance on just not using the SIM at all.
I was informed that if you remove the SIM it will be inactive as the FiApp will not register it. I think they check at some interval so they do not want you be off long. Unclear how long. The other issue is not amy of my carriers support eSiM so you got to wait for 4 months $80 plus tax before you can use if you do mot want to risk $500.

End of the day Google Fi plan cost more ($75 for three lines + tax) compared to visible $25 per line including taxes (lower down with party pay).
Edit:
Looks like the deal has expired. Noticing this note on the promo page:
Note: This promotion ended on 2022-04-08 00:00:00 PST. Terms are for reference only.
If you order 2, one phone must be activated under your Gmail account.
The second phone must be activated by a different Gmail account in your Google Fi group plan.
The way I understand things.
