If you have a microcenter nearby,it's the best option for $160 .Most of the motherboard along with it will give you 20$ less

Looking at the i7 12700 here. My understanding is that the non-K come with the fan right?

Need to upgrade an old XPS so figured I build one with a decent case and motherboard. No gaming, but since I'll buy a case, why not put some color to it. May get a GPU as I occasionally do some video editing. I do run a few VMs at a time and hence looking for the extra cores.

But it's been eons since I built a PC...

Or a low end card for $200 or less, like what the GTX 960 was.

LOL, probably not this year. Especially if you thought the 960 was "low end" (a modern day version of that would probably be a 3060 in the pecking order). A comparable mid range card right now is still north of $400, but they are falling, slowly.

I had somewhat good timing and got a prebuilt with a 5700 XT and AMD 3600 for like $1k in 2019, so I can afford to wait.

Dude, prices are crashing hard. Had an alert for a 3060 at $359 and 3050 at $242 in the last few days.

You can get a 3060 for like $380 at evga.com, it's a decent card.

I do not think there will ever be another Nvidia GPU ending with 60 for under $200. A Nvidia GPU ending with 50 for under $200 might still be feasible.
