I would not buy the Air 4 for $50-$100 less than the 5 (which sometimes gets discounted to $550). The processor and camera upgrades aside, the 5 got a huge jump in RAM - from 4GB on the 4 to 8GB on the 5. RAM makes a bigger difference than most people realize - more apps will be kept in memory and switching is instantaneous, rather than having to re-load from storage. The 5 will likely get iPadOS updates for longer because of the extra RAM - the reason the iPad Mini 4 (A8 processor) is still getting updates through at least iPadOS 15, even though the iPhone 6 with the same A8 processor lost updates after iOS 12, is because the Mini 4 has double the RAM of the iPhone 6.

Are people still experiencing build quality issues with their air 5s? If I'm coming from an air 2 should I be going for the 4 or 5? Right now the 5 is $100 more than the 4

5th gen air is $549 which you can purchase from apple education site all the time, so this basically is only $50 less than the newer model.

Looks like that's only for students or faculty. Cheapest I see for a regular consumer would be $570 from Costco.

I had no build quality issues with the Air 5. Can always return if you do. No question you should go for the 5 - with the newer processor and esp. 2x the RAM (memory, not storage) it'll be more future-proof than the 4, and if you keep it as long as you did the 2 (from 2014) that matters.
