You should be able to do that without a reader. For Toyotas it's a key out of ignition and key in ignition while pushing some button combos

As far as cheap scanners go, i like launch a lot, a lot of good live data for diganosis

I don't know much about ODB readers and am not sure why you would want both of them. But if the 200 is worth $125 that's still a good price for it alone.
