But the deal is sweeter. Motorola Support gave me an apparently public discount code when I tried to exchange the pos non-functional 8600 for an 8611.

I chatted with a rep on the website and they said the following when I asked what Comcast Replacement meant: "So the Comcast replacement means that if you are a Comcast customer and you choose to purchase the MB8611 from our store then you would receive a discount when purchasing the modem". In summary it is just a discount for Comcast customers and the modem itself should work with the providers listed on the spec page. I have Cox and went ahead and bought one.

Yeah I just figured that out, the OP didn't state it was a discounted price before the code so I didn't realize what the problem was. I can't view SD links on most wifi networks I frequent so I always manually type in the website, I had no idea this was a special link. I was able to get it at 112.
