If that is what you were told, I think that rep gave you some bad intel, as some SDers who popped in a sim in an old iPhone just recently saw the offer appear on their accounts.
On the other hand, maybe their accounts had already qualified for the promo prior to April 9 but they did not know it. Since we don't know what criteria T-Mobile uses to determine if an account is eligible or not for this promo, it's anyone's guess.

In hindsight, popping in a sim recently probably did nothing as far as automatically activating the promo on any given account. What it did do however for us without the targeted promo on our accounts is show a currently active 3g iPhone that a call rep could then see on our accounts. At least in my case, that was enough for the call rep to determine that I was "eligible" and therefore manually process the order and tack on the promo.
Fast forward a few days, received phone, went to Tmo store to do the return (Original iPhone), two hours later of trying to convince them that I'm not making this up, and associates taking selfies with the phone because its so old and nostalgic, they handed me a shipping label for the trade in with everything properly listed, condition good.
Fast forward to Monday afternoon, just hours after handing the old phone to USPS for return, I get a text saying I was unenrolled: "Hi! The monthly bill credit for 2022 Apple Trade P7 on T-Mobile line XXXXXXXXXX has ended because the promo ended or your eligibility status changed. Learn more: t-mo.co/mypromo2". At that time, I had not fully embraced that it said P7 instead of P1. I decided to do text chat (text to 611) and the rep researched it and said they would have it fixed within 24 hours.
Today, after seeing only $4.17 per month being credited towards the EIP for the new phone, I read up on the thread and realized that P7 was applied instead of P1 (on the call, though, it was 100% supposed to be the full amount), and that the EIP was done under the wrong number. I don't know if the latter affected the credits, but I recall the rep saying it doesn't matter which number it goes under, but I insisted on doing it on a line without an existing EIP to be extra sure nothing happens. I got on another, this time longer, chat. The rep ended up calling me because its complicated, and said they would submit a request for the promo to be altered manually back to P1 like it should have been in the first place. However, there is an approval process and its feasible it could be denied. Not to my surprise with Tmobile, the rep advised that they'll call me personally on Monday (when they're back to work) to ensure that I am brought up to speed.
Love T-mobile, even though this has proven to be hours worth of chasing so far (and no guarantees that this will be fixed yet). Worst case, I had the sense to keep the phone sealed in the box and will try to return it all and maybe get some kind of "customer went through hell" credit or something if it really goes south.

Just completed the deal!
I had an iPhone 5S connected to a free line for almost two years and didn't think to much about it. Then I saw this post up earlier this week and found out I qualified for the deal.
Traded the 5S for an iPhone 11. Great deal considering the 5S wasn't in the best shape. The screen was turning yellow and it was starting to show its age.

Call another rep. The plan is technically called retirement plan in their system which is probably why the CSR asked if you're retired. Retirement is in regards to the 3G retirement.
