Once again the hard pull is ymmv, but most data points indicate if you already have an Amex and in their good books, only the first card you ever owned is a hard pull, every other card after that is a soft pull.

And no you cannot pay another card with this. Even if were possible, it would not be a good strategy.

All, just an update. I applied for the card and was instantly approved.

It looks like the $120 annual dining benefit in $10 monthly credit is limited to certain resturants / chains.

Please see screenshot. This was from the AMEX Gold Card benefits page.
