If you want to take a risk, you can probably plant these just fine now. It's just that they won't have time to bloom. But they should grow roots and blades and store up energy for next year.

They should be able to. Where I live (WI) they need to be dug up and planted again each year.

WM is really bad with storing bulbs and bare root plants. These are likely dead already. Though to be honest I got some great gladiolus from Sams Club earlier this year. But WM stuff has always been dehydrated and never come up.

As someone suggested before, make sure you plant them right away and then overwinter them (by digging up the bulbs if needed for your zone).
Store them and plant in the fall. Or just plant them
Blades come first year.
Nice blooms there after year after year.
