Would this computer be good for a college student studying public communications? Would be used for video and photo editing
Sure. But you probably need to get a monitor for video/photo editing considering the 13" screen.

Is there a good review of the Gen 4 model in terms of battery life, fan noise, and heat?

you probably want a desktop for video editing- something with a strong GPU.

For casual Video editing, even a basic Laptop can do that. Your idea of getting Desktop with strong GPU for video editing is not true for all. That is true if you're serious about it, Professionals or editing very high resolution footage.
Today, most of the laptop can do basic Photo and video editing and the Laptops with powerful or midrange GPU can do high end editing as well.

This laptop is actually perfectly capable of doing more than casual photo and video editing.

if it is for a college student doing communications he probably needs something robust- sure this can do basic editing but imagine editing 2 hours of 4k footage on something like this!

Did he mention that anywhere? People planning to do those kind of editing, normally know what's the hardware requirements for that. On top of that, even that can be done in a modern high performance laptop pretty well...you don't need desktop for that.

doubt a 512gb hard drive will store a lot of video editing but yeah you do you!

Do you think the X13 is worth the extra $300? The specs are almost the same in every way. Is the keyboard/build quality that much better?

I have debated the same for the past 24 hours and ended up ordering thinkbook last night. Will be delivered by Friday. I have used X390 and T14 at work and really like the rugged feel of it. With the same specs, I felt $300 wasn't worth for just the looks. Don't forget to add taxes close to $70. I ordered this for only home use for basic browsing and document editing though. Will see if I like the metallic look.
