This is among the latest chips from AMD which came out this year.
The RAM, yes, despite being soldered is 16GB and it's the faster DDR5, that's the newest as well which, again, came out this year.
The CPU is not that better as 6800U is a 15W CPU which can sustain around 20W-25W max in that slim 13.3" chassis of ThinkBook 13s. This has 6600HS with 35W base TDP and can boost up to 45W and maintain that here. Due to that, despite having 2 less cores, it can sustain higher clock speed for longer duration. Single core performance id better on this one and multi-core performance is also pretty close, within 15% of 6800U due to higher TDP and a lot higher base clock speed. And build quality is pretty much same. ThinkBook laptops are based on IdeaPad only, based on their tier, but offering better business specific features.

The main advantage ThinkBook 13s has is the USB4 Support which enables it to use Thunderbolt accessories, hubs and docks and external GPU docks.

Seems very similar to thinkbook 13.3 s that was posted earlier this week. Slight differences between the two. The 6800u also has 680m graphics, so overall it's a better CPU in a lighter package.
