2. Generally not recommended to use an RX6600, RX6600XT, or RX6650XT in a PCIe 3.0 motherboard since these cards only use 8 PCIe lanes (despite installing into the regular PCIe x16 slot.) There can be a performance hit due to a bandwidth bottleneck. PCIe 4.0 boards have twice the bandwidth per lane so this isn't an issue on them. Admittedly there is debate on how often the hit is noticeable, but the 16 lane RX6700 is down to $355 and dropping LINK [newegg.com] and seems to me to be a worthwhile upgrade for PCIe 3.0 boards.

2. Generally not recommended to use an RX6600, RX6600XT, or RX6650XT in a PCIe 3.0 motherboard since these cards only use 8 PCIe lanes (despite installing into the regular PCIe x16 slot.) I don't agree with your PCIe 3.0 analysis. The above link saw, on average, a 2% drop in frames versus a 4.0 setup. They had one exotic game engine with a much larger loss, but they also noted that the biggest discrepancies are at higher frame rates in general. Even with the performance hit, you're going to have trouble finding more fps/$ than the RX 66xx family in this price range.
I wish someone had a good 99% frame time chart covering the same info, but oh well.
The RX6500, on the other hand, gets wrecked in a 3.0 board because it only has 4 lanes.

Seems to me, you need to go to a 3070/6700 to start to have to really worry about CPU bottlenecking with a Ryzen 2600.
