Via the battery hack deals, you can get individual tools new from HD cheaper than on DTO. Got the brushless compact reciprocating saw for $55.
Ryobi, Dewalt, Milwaukee, Anker, etc etc etc can all easily make their batteries user serviceable, and can sharply reduce environmental waste and consumer cost as a result. Then, that 1.5Ah battery doesn't have to be anything more than a 3-cell enclosure that can be sold as enclosure only or with cells. When an enclosure fails, the batteries can be swapped easily and safely into another enclosure, just like rechargeable AAs. They don't do that for a number of reasons, which in the case of power tools is often because making batteries expensive makes it much easier to "lock" people into an ecosystem and guarantee future sales. You buy one battery and suddenly it's a much harder sell to buy a tool from a different brand; but if the cells were removable, they could be charged individually and the enclosures could be easily swapped.
I think addressing non-serviceable lithium ion batteries in general would be a good place to start with dealing with the low-capacity batteries and recycling/production impact of lithium ion batteries
