Costco ones are the best. Don't know about Sam's, none near me.
You can stack the Costco ones 5 high. I doubt the Sterlite could handle more than 2.
The Costco bins you can also buy at Office Depot. Sometimes I get 30% coupons from OD and buy it from them since delivery is free.

price and specs of the costco ones?
Costco are 27 gallons. Usually ~ $11, they go on sale for $8/ea pretty regularly. Usually max of 20 per member though.
Don't underestimate stackability as a beneficial trait - the Costco ones are designed to stack be Sterilite get flimsy after you have 2 or 3 stacked, it's all about design.
That's the business link but it's the same product and SKU. I've seen them at all 3 of my local stores and they also seem to have them year-round for the same price, but as I said they DO go on sale.
I have both the Costco and HD versions, they LOOK similar but IMHO, I concur with the video below in that the HD versions seem cheaper, plus the ones I have aren't literally the same, that is, they don't seem to stack as well with each other.
I bought a small pack of 6 totes over the weekend and they sent me these instead. These are MASSIVE. Like, a human person can fit inside pretty easily.

If you are going to store very very light stuff like very light chritsmas decoration then these are ok.
