Initially I read it that way too. But it's merely refunding delivery charges with Plus paying lower fee to begin with.

This is the biggest reason why I'm not totally satisfied with Walmart+. Allowing tips introduces guilt on the part of the purchaser if they don't. I pay for Walmart+, like I do for Amazon Prime, and if I pay for the service, I do not want to be bothered with tips. It makes me second guess before making a delivery order at Walmart. I would assume I'm not alone in that.

Yes, you have to tip on top of the delivery fee. From the FAQ:

We are actually excited about this, Sams is about 1 1/2 gallons of gas away from us and we buy most of our stuff via shipping, but the delivery stuff we have not been buying so we are excited about this new same day service.

I'm 10 mi away and it says I'm in the delivery zone. 1.5 gallons of gas away is going to be outside the delivery zone unless your car gets only like 8 mpg.

Walmart/Sam's delivery drivers are not independent delivery drivers like Instacart, Doordash, Grubhub, etc., so no tipping necessary. They usually just drop off the stuff and leave so you'll never catch them to tip if you want to anyway.
