After searching for about 20 minutes in the city app, I finally found the offers. Got it. Thanks so much. Also, to anyone else who's interested, there's also a 10 off of 10 Uber offer.
Used this $10 off $25+ offer during the Aug-Sep deals 6 times over 2 cards. Received credit for 4 times only.
For the UberOne membership offer , used it 4 times and 0 credits received.
Citi hasn't perfected transaction based deals yet like Amex.
Even chase takes a lot of time to show you actually used an offer and misses it sometimes
Amex is almost instantaneous confirmation by email and credits in 2-3 days after posted transaction.

Many times I have used Chase offers like 10% back purchasing gift cards from OfficeMax/Stapler and worked 100% and received credit within week.
I have "Spend $2 or more by tapping to pay, get $2 back, up to 5 times (total of $10)" offer from A/E.
The first purchase was one week ago but still no credits.

It's YMMV but in my family all 3 of us have had zero missed credits with Amex since 2013
Citi Costco cards, due to being issued by Mastercard and not Visa, are ineligible for merchant offers. I dont know why everyone always has to ask everytime
Paired with the in-app 40% (up to a max of $15) off, you want to target around $38 + tip, or you can be safe and target $40+ worth of food for around $15. But that means delivery-only

Why would you? It is a Citi offer. Not getting how paying with a Chase card would make you qualify for $10 Citi credit
