Can someone give me recommendations to upgrading the RAM, and HD & m.2 ssd.
These are the items I could see replacing for better performance, right?
The only major difference between the 2 is the GPU and RAM. It's cheaper to upgrade RAM than it is to upgrade GPU. You also mentioned gaming, so the 3070 would be better for you also. A quick google search will tell you how much better the 3070 is compared to the 3060.

I felt this was better and purchased this, for $100
extra you get the 3070 which is way better than 3060 anyway.

Is it worth returning the HP and getting this one and upgrade the RAM to 32 gigs? Thanks

Pretty sure it's 90 days
that eats into your budget so easily
don't know if people want to risk being stuck on lga1700 when there's a big overhaul from their processors in about 3 years when they get their new fabrication factory finished and put out 7nm
by then you will have to get another motherboard or two
rtx3070s are around 600-800

16gb is plenty. By the time you need to upgrade, you will probably be buying a new PC anyways.
