If you have 5% additional statement credit thru Chase Freedom - PayPal route, you get effective 4.5% extra on top of this discounted gc deal making it 14.5% off, or 9.5% on top of red card discount.
Depending on how much you shop at Target annually and your personal cash flow priorities vs need to save the extra % off, you can decide whether to block money in the gc.
If you decide to get in on this deal but also have the red card, you can prioritize to use red card for smaller transactions where red card can get you free shipping. You can select to use the discounted gc for when you're doing store pick up, or 35$+ shipping orders wherein you'd not have shipping charges to deal with anyway.
Hope it helps.
Edit: to enable 2FA, go to target.com and into your account settings. You can find information on how to enable it here - If you go to target.com and in the account settings, you'll find an option to set email/phone 2FA. More instructions are here https://security.target
