If you have 5% additional statement credit thru Chase Freedom - PayPal route, you get effective 4.5% extra on top of this discounted gc deal making it 14.5% off, or 9.5% on top of red card discount.
Depending on how much you shop at Target annually and your personal cash flow priorities vs need to save the extra % off, you can decide whether to block money in the gc.
If you decide to get in on this deal but also have the red card, you can prioritize to use red card for smaller transactions where red card can get you free shipping. You can select to use the discounted gc for when you're doing store pick up, or 35$+ shipping orders wherein you'd not have shipping charges to deal with anyway.

I called and they told me the balance had been used about a month before. They would not tell me where, on what, or any other details about the alleged use. They were slightly accusatory on the phone with me regarding whether I had used it myself.
I will say they escalated the issue to some other investigatory department, and within about a week, they did email me a new card. Good on Target, but it took some time on the phone.
I buy GC routinely, of all kinds. Thousands of dollars a year. This is the first time I have had a problem, and I still don't know how it could have been done, because I literally scratched it off myself--and no one could have known the card number + pin until it was scratched.
I'll still buy more of these, but I will immediately load them to my Target account, probably before I leave the store. No more buying these as gifts for others for me.
