If you have 5% additional statement credit thru Chase Freedom - PayPal route, you get effective 4.5% extra on top of this discounted gc deal making it 14.5% off, or 9.5% on top of red card discount.
Depending on how much you shop at Target annually and your personal cash flow priorities vs need to save the extra % off, you can decide whether to block money in the gc.
If you decide to get in on this deal but also have the red card, you can prioritize to use red card for smaller transactions where red card can get you free shipping. You can select to use the discounted gc for when you're doing store pick up, or 35$+ shipping orders wherein you'd not have shipping charges to deal with anyway.

First attempt -- Target said something went wrong with Paypal processing
Second attempt - Paypal wanted me to authorize a $500 purchase thru Target despite Target cart showing $450
Third attempt --- Target and Paypal played nicely together.
EDIT: Took about 15 minutes for Target to process order and email gift card. Already added to my account. $500.
