The implication is a very strange system. On my $100 annual plan, I cannot add my Boost locked phone onto my service account. An IMEI not owned by me is already registered when I activated the service plan. I cannot switch the IMEI online. Their call center agents also couldn't switch the IMEI (it gives them an error on their end, multiple agents). The service works fine since the SIM can be inserted into any Boost locked phone without updating the IMEI on their system.
Per FCC rule they have to provide a carrier unlock code with 12 months of service (have not tested because it has not been 12 months for me). But I fully expect them to give me some trouble and deny my claim that I've used the device for 12 months on their network. I expect like usual, a complain to social media and/or a government agency will prod them to provide the code to avoid trouble rather than as a standard procedure.
