Also note that warranties for second-hand GPUs vary significantly between vendors. Given that the RX 6800 XT has been on sale for just above $500 new with full warranty, I don't think a used RTX 3080 is a good choice for many people unless buying from a friend etc.

Got all the latest firmware and drivers for all my components. Did the easy vram over clock to 2150mhz in amd software. It's a big improvement for me in my video editing DA Vinci Resolve from my 5500xt. It's however not what I was hoping for which was silky smooth editing. I may just have to splurge and get the Nvidia 4090. This could be good for a year for now to let Nvidia work out new hardware kinks and prices to drop
I have a 5900X CPU plus NVIDIA 1660 Super (bought used in Nov 2020 to hold me over). I think the 5700XT is the minimum I'd want to upgrade to and this is the best price I've seen, though I just don't think it would make that big a difference for me. I do mostly photo editing (Capture One) and only a little video work (DaVinci Resolve free).
In conclusion, you might get the performance you want by paying for software, rather than improving your hardware?
UPDATE: This site: https://teckers.com/why-is-davinci-resolve-free/ says the free version offers "GPU acceleration for playback, but not for rendering", and you DID see a big improvement over your 5500XT, so that does indicate that it's using the GPU at least somewhat. In many workflows, you could accept a slower render time (walk away and get coffee) if the editing process is smooth.

Is DaVinci Resolve faster with NVIDIA or AMD?
Dollar-for-dollar, we have found that NVIDIA cards currently give better performance in Resolve. We have also found that NVIDIA cards tend to be slightly more reliable (both from a hardware and driver standpoint), which is why we typically use NVIDIA over AMD unless there is a clear benefit to using an AMD card.
