Those aren't hex shank drill bits, completely different
Most useful part is with a hex shank you can use them with quick release adapters in your drill. I rarely take mine off my drill and it allows you to swap out bits quickly.
The listing is unclear if these are basic steel vs black oxide or something else?
Can someone explain the different drill bit coatings and what the benefits are? Is titanium nitride the best?

Titanium nitride TiN helps with life and cutting cooler. TiN is generally best coating cutting performance. Cobalt is even better than TiN but it's the entire shaft being cobalt and generally more expensive.
All depends on what you're using them for. Various coatings/treatments reduce friction and can increase overall strength of the bit to drill harder materials like metal plates.
Titanium bits are good all around and last a long time, but you can't really sharpen them, so once they're dull, they're done.

Cobalt is also more brittle than the other types so it's really best suited for drilling hardened metals and cast iron as opposed to general purpose use.

These do not need a stripped cap with these. If you can drill a hole in it, you can extract it
