That's true but some of these budget PC comes with all the slots already filled so you have to basically buy 32gb new

If you're wanting to 1440p game, the 6700xt is what you want. It's a big jump from the 6600xt. If you're good with high frame rate 1080p or average frame rate 1440p, the 6600 is fine.

I think that 90% of the folks don't need more than 16 GB. I think that 75% of the people don't even need more than 8 GB.... even with Windows 11. I'm not one of those people -- I got 12 GB on my system (I don't game much and the ones I do play are not graphics nor memory intensive). The 12GB is plenty for my uses; I normally have the 2 or 3 dozen chrome tabs and a couple of other apps like, 3D slicing software, VLC, and a few IT related utilities running concurrently.

I run a few businesses and projects always so I usually have 250+ tabs open and then also need to use Photoshop/Premiere/etc... so yea I guess I am an outlier, will probably just try to upgrade my custom PC to 32GB but its been a challenge because my mobo is really being particular with added memory, so I just got a new CPU to see if that can work better with the new RAM, total PITA... system is still solid and just need the extra 16GB to last me another 1-2 years max.
