There have been some bad replies. I just bought these last time and have one in my hand right now. They DO pivot both up and down AND left and right as you described.

It only folds up and down on the obvious hinge. If you need to turn it left and right, just turn the whole thing left or right. I'm not sure what benefit there would be to an extra hinge swiveling left and right since the red base isn't attached to anything.
