I thought PlayStation stopped selling digital keys a long time ago to discourage price competition like this. Was I wrong about that or did they change their mind recently?

These codes are being sold by third party vendors, mostly not Sony distributing them.
Most of these codes can be from the PS5 bundles where resellers, buyers do not want the game or selling game separately is more profitable for them.
Can also be from other means like cheap PSN credits, stolen credit cards etc.

The bundles makes sense. More specifically I thought Sony had stopped selling/supplying digital keys to their games to other websites, not that they had stopped selling digital downloads on their own sites. I'll look it up because maybe I'm confused with another console
You are right. I guess it's not possible to buy games on PSN which is not linked to the PSN account i.e. get a code/buy as a gift which can be sold separately.
Along with the bundles, I think these can be from those collector editions too where they now give Digital codes instead of disc. If you check grey market, you would mostly find only such bundled games for playstation.

These codes are all being resold from the bundles. Sony has not given retailers digital codes for years, and they haven't changed that. That's why you only see codes for this game, Horizon: Forbidden West and the new Modern Warfare 2. Those are the only codes out there, because those are the only official bundles, for now.
Probably going to be a lot of these after Christmas with all the bundles. My son has no interest in God of War so I know I'll be getting rid of the key, too.
