Nope, Prop 65 stuff ships. In this case I believe this has to do with power consumption regulations. Likely to do with "Title 20".

For anyone who actually wants to know the real reason:
It most likely does have to due with Title 20, which requires state regulated LED lamps to have an efficiency of at least 80 lumen/W. These bulbs fail with only 500 lumen / 7W = 71.4 lumen/W.
