For $100, the 4070ti would gain:
DLSS and usable RT performance
Similar 1400p/4k performance across most titles
100w less peak power usage
Hardware encoder (NVENC) for content creators
I love AMD products, but being objective is important. The 4070ti is a much better product.

I have a 13700k system. With 8 fans 5 hdd and a 4070ti
Idle is 92watt. Basic gaming around 250w. And max gaming around 450w. Example would be red dead redemption 1440p at 165hz. Ultra everything. I have the Thor 850 Platinum PSU and I saw it over 500w once while benchmarking.

I'm just barely getting by with my old Corsair 600w, which I cheaped out on last time not getting a modular one or even semi modular, which I feel stuck with as it works just fine and I don't want to spend $100+ on another component. So I'm going with a ketchup & mustard theme. lol
With all that said had I needed a new PSU I would be waiting for a deal on an 850w, but hoping a 1000w came along from a quality company to future proof. As I'd expect in the next 2-4 gens they will find a way to bring us more performance but without power output rising more.
Biggest thing is don't buy some no name Amazon "cheap" PSU because they are so expensive, that's when how you might actually fry components you care about.

There are literally only a handful of games that I can count with one hand that actually use 12GB VRAM at 4K. Plus DLSS and FSR/RSR being a thing lately VRAM is hardly a bottleneck for any modern cards at its designed-for resolution. For any regular crowd that's has 8GB 3060ti/3070 or 6650XT at 1440P, you are perfectly fine waiting for the next generation.
Let's be honest nobody needs anything more than something from the 20XX series. Nobody needs to run every game 150FPS+. People are just buying based on pure want and luxury at this point.
If people will buy a $1600 JPG on the "blockchain" then they sure as hell will buy a $1600 graphics card. Dumping $1000 on a graphics card does not make sense for the mass majority of people yet they're still doing it.
Most of us would be plenty served by a PS5. Most of the games that benefit most from being on PC do not need powerful hardware (WoW, LoL, indie early access games, etc.) There are exceptions like Tarkov but still.
Who knows, I've asked my nephew to send back my 1660 super and maybe I'll just use that again and return this card un-opened

Google this topic if you need more information. Most games' settings and displays are only allocation, COD literally tells you it's the target usage, not actual. Because they can only display what they require, but to show what actually is being used requires extra effort which most games don't bother. 3090 has been showing 19-20GB even under 1440P, but it's not the actual usage.
