IRS VITA and TCE Programs
The IRS's Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs offer free basic tax return preparation to qualified individuals.
The VITA program has operated for over 50 years. VITA sites offer free tax help to people who need assistance in preparing their own tax returns, including:
- People who generally make $60,000 or less
- Persons with disabilities; and
- Limited English-speaking taxpayers

Prior to 2019 TT hid their free filing webpage from search engine results and steered eligible filers to their paid software, so honestly, they keep giving me reasons not to give them a second chance.
Regarding accuracy, for simpler returns either is probably fine. TT has known issues with form 1116 and does not complete it correctly, while Block does. For more complex returns, rentals, limited partnerships, and foreign taxes, Block is much better. In addition, Block has free audit support. TT is now owned by Intuit, so that is another reason to prefer Block to avoid Intuit's predatory practices.

If you do need deluxe (look at the website and see if it applies to you) then you can technically file federal and then manually enter the figures into NY's efile website and submit state separately. You don't need to buy state. When you buy 'state' what you're buying is the convenience of the tax software filling in the right forms and submitting to the state for you.
Personally if it were me and I needed deluxe anyway, the extra $5 for state is a no brainer. Doing state yourself isn't hard at all but to me it's more than $5 worth of my time.

I know for the online versions Deluxe accommodates independent contractors with no expenses to deduct, while Premium is for independent contractors with expenses to deduct. I would assume the same applies for the downloaded versions, but have not confirmed.
