Most sell this config for $400. I got this at $250 Dec. 6th from the seller ITREPLAY.
It had a Micron SATA M.2 SSD that I replaced with a larger NVME drive. Original SKHynix RAM was there. Windows 10 pro is upgradeable to Windows 11 pro as this is an 8th gen I7.

I just installed the latest BIOS update (1/12/2023). One of the reasons I buy Dell optiplex machines are the timely BIOS updates.

Dell one is same price but it is better with 8700T and 32G ram
The i7-8700 is about 10%-30% faster than the "T" version but the "T" version is lower power at 35watts vs 65watts so that's why they are in the micro form factors.
T = lower variant. Not as good.
X16 slot for low profile graphics card
X4 slot (open ended) which can hold a x16 card but functions at x4 speed. Usually Dell puts the x16slot next to power supply so you can only fit a single slot x16 video card. You can put a dual slot low profile video card in the x4 slot but it's limited to pcie x4 speed.

If you had a spare case just Frankenstein it in (if necessary) and get a better power supply to go with the graphics card
