Like you, I got sick of inkjets and the paradox associated with them (use a little and end up with clogged cartridges vs use a lot and pay through the nose; each way you get shafted). So I jumped on the cheap Canon color laser deal and no longer worry about wasted ink. In fact, I'm still on the original toner. 95% of what we do print is directed to a monochromatic laser.
While my color laser has all the bells and whistles, you can save a bunch by laying out legitimate vs. nice-to-have features. Like automatic double sided printing and scanning. True double sided scanning without manual intervention seems to add about a hundred bucks. I think I've used this once. Similarly, automatic document feeder is nice but many users might find they'd rather have the fifty bucks in their pocket.
Also recommend researching availability and performance of color toner before buying. Color toner from the OEM is outrageously expensive. It pays to find a cheaper third party alternative that is affordable, has good reviews, and doesn't muck up the printer.
I think your initial strategy of a B&W for everyday stuff and a photo/inkjet for the occasional color needs makes the most sense. A color laser would be an improvement as long as the kids don't use it as their default printer.

And before you ask, no I don't need to adopt your kids just so they can get a color laser…I can barely afford the six that I have now!.
For best print quality either use genuine toner or find a good quality supplier. Random ebay/Amazon sellers can be hit and miss, but then again they are at ~$50 for a full set of black/color toners.

Cheapest price for a color laser printer. I'd check it out if I didn't already have a black and white laser.
