I get the shipping aspect over Walmart, but they've been $0.98 at Walmart for at least 2 years now. Bought them back in Feb 2021 at this price. Stay cold decently well for their size
The mixture has a lower freezing point than water, so they can hold the cooler at just below freezing temp if you want to keep frozen stuff in it. In case you don't understand how freezing works, fresh water freezes at 32 F, and while it melts the liquid water stays at 32 F as long as there is any ice remaining (heat energy preferentially melts the ice instead of warms the water). Likewise, these packs remain at about 30 F as long as a part of it remains frozen. They start rising in temp only after all the frozen bits have melted. That's why someone said they mix in salt with the water in their homemade ice packs - the salt lowers the freezing point.
If 32 F is good enough and your cooler is big enough for frozen round water bottles, then by all means you can use frozen water bottles. But if space is tight, the rectangular shape of these make them easier to pack without loosing as much cooler space.
You're supposed to use them in lieu of ice cubes, which form water at the bottom of the cooler when they melt. Sometimes you have stuff in the cooler which you don't want getting wet.

These are ok if you don't use them often, they will start to bulge after a few uses. I regularly use ice packs in a cooler since the grocery store is a bit of a drive, look into Cooler Shock as something to use more often.

Sorry I don't use them that often so don't buy a lot.
Saw reviews that had the same issue but thought they were a fluke. But mine did the same as others.
