you can get away with even a 500w on most single cpu/gpu systems. Running my Seasonic 550w on a 5800x3d and a 6700xt although you should just look up real world power usage and see that under gaming it's usually not very high load unless you got some absurd TDP power parts overvolted

I think what you're describing is micro stuttering in gaming. I'm quite sure it has nothing to do with power draw. Also 750 watts is more than enough for your setup. However, your psu also came pre built so I'm not sure if it's cheap, average, or high quality.
