You can set ECO mode for the 7700X to force it to 7700 non-X settings and spend that $30 towards a nicer cooler.

$.0064 x 40 hours = $ 0.26 dollars per 40 hour week and $13.52 dollars per 52 week year. That means you hit 60 dollars in about 4.5 years.

And then you have to think do I have my CPU pegged full blast for 40 hours a week?

This is so tempting. I have been waiting to see how the new Zen 4 x3D parts will shakeout but the 7700X performs so well and at this price too. I'm coming from a i5-4600K so anything will be a massive improvement but in my use case the 7800x3D could be worth the wait and higher cost. Decisions, decision.

You will likely be either GPU or monitor refresh bottlenecked with either CPU. Considering this is the first processors of the AM5 generation, which will likely last a few years, you could just buy this now and upgrade to an x3D later on at the end of AM5. Launch prices will be very high for x3d ($450 and likely a long time before discounts) and also was delayed so it won't be out until mid-April at the earliest. Anything will be a massive upgrade from i5-4600k.

A lot of people want to wait for the latest x3D, but I doubt any of them will see any actual performance increase unless running at low settings at 1080p with a RTX 4090 (what benchmarks use but no one in the real world would ever do). Right now, you will see no difference between any Zen4 Ryzen CPU so might as well pick one of the cheapest (7600 or 7700 if you want a couple more cores) and wait for the flagship CPUs to depreciate in value. The main reason to pick an expensive CPU for gaming would be to avoid having to buy a new motherboard and ram (which is why 5800x3d was so popular if already have a AM4 board and DDR4; those people are sticking with AM4 and skipping DDR5/AM5 entirely). But with AM5 being a new platform with years of life left in it, you can always just upgrade to your dream CPU later on without having to buy a new motherboard and ram again. If you buy one at the end of AM5 than you can maximize the longevity of your (expensive) AM5 motherboard and ram.

Exactly. If you're using mid to high mid parts, you'd better be using a good CPU cooler to ensure longevity of the CPU. Maybe that's just me.
