Bought two of the 4-packs. I have two crappy smart plugs with energy monitoring but can't export the data. Hopefully the data on these is granular enough so that I can measure cost considering I have different rates at different times of day.

I'll second the zigbee/zwave suggestion. I think the days are past of everything on your network having a web UI/API that can be hit by anything on the local network. Your choices now seem to be either a) going through a hub that is cloud connected or accessible locally, or b) individual cloud-connected devices that don't work if the internet or power is down.

Happens all the time with my myq HomeKit compatible garage opener. I've also got a dedicated iPad as a home hub that just stays plugged in the same spot all day long. Many times HomeKit shows MYQ is unresponsive but the MYQ app shows is connected with the MYQ unit.

No issues here with Alexa routines and TP-Link devices. You may have tried this already, but rebooting your router and access points (if applicable) and power cycling your Echo Dot device(s) may take care of it - not a great answer I know, but might work.
Come to think of it, I've had one issue with an Echo Show not triggering a routine when it motion detects me coming in to my home office and turns on a couple overhead lights controlled by TP-Link dimmers - but I figure that's more related to the Echo Show than the switches, but still working on it.

These are good plugs for a good price, but the only issue I have with them is that they will only report their power settings on a 10 second interval. I have since switched to using Zooz Z-wave plugs as they respond instantly to any power change.
For example, I use Home Assistant to bring together all of the different home automation products in my house. I used one of these devices to plug the blower fan on my fireplace insert into. I added an automation that when the blower fan turns on, to automatically turn up the living room television volume by 4 clicks and also to turn on the living room ceiling fan to high.
Since the plug only updates at 10 second intervals, that delay of up to 10 seconds was annoying. Frequently a family member would beat it and turn up the TV volume, and then shortly thereafter it would automatically increase again. Now with the Zooz Z-wave plug, it's instant. Of course they are nearly 6% more expensive.
Just thought I'd throw that out there in case this scenario matters to you.

Their new Matter plugs don't have any of the energy monitoring capabilities as far as I can tell. I'm sticking with my plugs that have energy monitoring and am hoping that they come out with some Matter enabled plugs that also do energy monitoring in the near future.
I don't see any reason to jump on these new matter plugs at this time, given the above.
