You don't need to do all that. Just find an old windows 7 pro code and it'll activate

At IDLE the power usage of an AMD 5300U system is ~6w while the 8700k system is ~35w. That goes to 30w and 130w respectively when kept under load. At idle in my relatively low power cost area where we pay just $0.16 per kW/h that's $0.70 a month vs $4.03 a month, but under constant load it bumps up to ~$15 vs ~$3.50. In a place like California where power costs more than $0.30 per kW/h you're looking at that 8700k system using nearly $30 in power at load vs the 5300U system using just $6.50 worth. Between power costs and the purchase of out of warranty, used hardware vs warrantied new hardware this is a far better choice than those old and abused off-lease sff systems.

No OS is not a problem, no RAM or Storage for $199 is more of a problem

I'd rather get an elitedesk i5 refurb for half the cost, provided it's not dedicated for gaming of course.

The benefit to this PC is that it can be placed in a fanless case like an akasa. Granted that's a pretty niche use case, but it's what I did with mine and it works pretty well for streaming media from my home server just fine

It tickles me that every complete without gpu etc is only "good for web browsing and light office work".

All these new processors every year, every review, professional or not, say the same thing...Then what is the point??? Get yourself any 8th gen or later cpu and it'll be all the same.. and cheaper

More like they're constantly understating there onboard gpu performance. I've got similar Ryzen systems and this has no problem with HEVC playback or encoding. I'd seriously consider a system like this with 16gb RAM and a 1tb nvme to make a great media center PC. If you don't care about HEVC encoding, 8th gen and newer will work quite well.
