As soon as yo have the phone in hand.

Port out the line to cancel. Line automatically cancels as soon as the number it ported out (5-10 mins). You can port to Tello for $2.50.

These phones are subsidized by the carriers and hoping people would switch or add more lines and stay with them, etc; therefore different carrier may offer different prices.

You can request unlock right away because it's paid in full with no money owed; i.e., no monthly installment,

Yes.

Port out the number to cancel right away (5-10 min, as soon as the number is ported) so that you don't have to deal with rep that doesn't allow you to cancel. You can port to Tello for $2.50.

Yes, but you can cancel right away.
sorry does this still work if we put the sim card into the phone ? When you say as soon as you have phone in hand do you mean to just cancel without even activating the device?

The reps are now saying "As of new policy updated March 28th, the device should be active for 60 days to be unlocked"

I have asked to send a link or online notes where I can see this buy they are not sending me anything lol.
The new policy (if it even exists) cannot be applied to previous purchase( no retroactivity), because people made purchase decisions based on the old policy. That would be tantamount to fraudulent advertising.

Here is the policy a representative sent me

He just edited something and sent it to me saying this is new policy updated today.
These AT&T guys could really use some legal council. According to this new language, your phone will be eligible for unlocking 60 days after purchase. You won't need to maintain service during this period. So you could just cancel and put it in a drawer for 60 days, then request unlock.
Anyway, no new policy can be applied retroactively.

The new policy does not explicitly require ACTIVE for 60 days, you can cancel and wait for 60 days, correct?

Yes, but good luck making them understand their gaffe. These guys didn't honor their own explicit policy. How do you think they'll react to this reading of their new policy?
It is clear that the new policy is just an excuse to get them out of the loophole in the old policy. They don't wanna honor their promise. I believe they're just making it worse, exposing themselves to a nice lawsuit.

That's exactly what I explained to them and the FCC. If I recall, they are legally required to inform customers about terms changes like this which they failed.

Is it no longer worth to buy one now to unlock (if available) since they changed the policy?
Don't think so, I just cancelled my Best Buy order

FCC is the only option apparently. I talked to an guy who been there for a while, really nice guy. I sorta BS him into why I need it unlocked, but he said they have an new hard wall in place, that no one can get around.

When you file the complaint, FCC will send you an email, describing their role as "facilitator". It doesn't sound like they have the authority to take action against the corporation over this.
But still, AT&T seems to care enough that they had their higher support contact me pretty quickly after the complaint.

I transferred my number to ATT and now I can't receive an incoming call on it. What an ordeal!

Is there a resolution for it?

Update 1 - I can receive incoming calls after calling their porting department.

Has anyone tried putting the SIM into their unlocked phone while the Fold is powered off? Can the SIM be activated on a different device?

Thank you for the information. Did the higher support resolve the unlocking issue for you?
