I had something similar in a very windy area. I anchored it down into concrete and had no issues. I imagine this would do okay anchored down as well.

use concrete anchors for the post. i use the kind you drop into a pre-drilled hole, hammer it down, then bolt on which tightens the anchor. this way you can remove the anchor. the kind you shoot into the concrete is more permanent which you'll have to grind off to remove.
