Some of this blame is with the UserBenchmark site itself, whose scoring system weighting is often problematic at best and whose conclusions can be generously interpreted as comedy [reddit.com]. (And I say that as someone who otherwise treasures the repository of benchmarks otherwise made available)
Looking at the individual average scores for 1-core to 4-core loads you would rightly assume that single core performance in the Intel CPU is around 10-20% higher than the AMD competitor, which aligns in general with the impressions around Intel's 12th generation Alder Lake CPUs vs Zen 3 cores depending upon the load type (here's just one of many opinion pieces that correctly could be filed under "It's complicated" [techguided.com]).
Of course, the AMD CPU in question has six (6) total cores so when the load is increased to an 8-core model benchmark the AMD makes up a chunk of the performance gap to actually produce more horsepower than the 4-core Intel i3 as documented in the UserBenchmark site. How much this matters to a particular user's workload would be up for a good debate, but this does indeed validate the comparison. And of course this is one factor worthy of consideration, since although one conclusion might be "when fully loaded, the Intel CPU does in 4 cores what the AMD does in 6" there's also the notes regarding costs.
As such, I'd actually recommend a different CPU to make the cost/performance comparison even simpler: the Ryzen 5 3600 [userbenchmark.com]. The older Zen 2 cores of that CPU put a bigger deficit between the it and the Intel i3 in smaller core loads, and leave the Ryzen 5 3600 at just below the Intel competition for the 8-core load benchmark.
Where this matters in the price performance metric in the regular Micro Center deal on the Ryzen 5 3600 which pairs a motherboard and similarly acceptable... [microcenter.com]. In contrast, the typical best price for an associated LGA 1700 motherboard to support the Intel i3 would be around $99 making the Intel combo around $197.
Overall, this Intel CPU is a very good value option in the Intel space. However, ultimately this price still reflects a small price premium to be paid for Intel over the AMD competition.
